On August 25, 1993, the Board of Supervisors adopted a revised Special Planning Area Ordinance for the project known as Metro Air Park to allow development of Metro Air Park as a high quality, multi-district, industrial business park. On September 12, 2000, the Board approved the Metro Air Park Public Facilities Financing Plan (Financing Plan). In addition to the Special Planning Area and pursuant to the Financing Plan, two Community Facilities Districts have been formed and have since issued bonds in order to facilitate the construction of public facilities within the district. Most recently, the County approved the Metro Air Park Development Impact Fee Program within the district.  On April 20, 2021 the Board approved the Resolution of Intention to establish the Metro Air Park Enhanced Infrastructure Financing District to finance certain public capital improvements and established a Public Financing Authority.

The governing hearing body welcomes public participation at the meetings and conducts meetings in the manner pursuant to the Ralph M. Brown Act, Section 54950, of the California Government Code.
